Well, since they look similar, and one component of many chili powders is cayenne pepper, it can be easy to assume that you could substitute one for the other.

However, that assumption would be wrong.

Cayenne is MUCH spicier than chili powder.

I made my 15 Bean Soup (It's on my recipes page) last night and I was out of chili powder. The soup was not inedible, but it was very spicy, considerably more than I had expected.

That's why I only cook Hamburger Helper. All the ingredients are right there in the box. Well, except the hamburger and water, but there's no mistaking those.
